Why HEIC must be traced first

HEIC is Apple's compressed photo format. Browsers and design tools can't edit it as a vector, so it has to be traced into SVG paths before you can recolor or resize it. Renaming the extension or exporting a JPG copy does not change that — the pixels are still pixels. Tracing rebuilds each colour region as a curve, which is what makes the artwork editable and resolution-independent.
